As business partner and HR leader, manages day-to-day HR transactional services, employee relations, performance management and supervisory training and benefits for 7,000+ hourly staff post-hire; partners with business leaders to deliver programs for talent management, diversity & inclusion, culture and engagement initiatives.
Works with assigned business area to review HR workforce metrics, including headcount, vacancies, turnover, and retention, to inform strategies and tactics in maintaining the appropriate workforce to meet business strategies, goals, and objectives. Identifies strategies and tactics to retain staff in difficult-to-fill areas/positions.
Evaluates Talent Acquisition needs with business; shares forecasts with Talent Acquisition to ensure recruitment initiatives sufficient to support needs.
Supports business in annual performance appraisal cycle; provides guidance to strengthen people manager skills around performance management and coaching during annual review and periodic updates year-round.
Works with business leaders to identify high-potentials and build succession plans for critical roles. Utilizes high-potential and succession plans to help build internal staff career growth.
Participates in the recruitment for leadership positions, as needed.
Organizational and Workforce Development:
Supports Organizational Development in rolling-out new or existing learning and development opportunities to build/strengthen competency within the business. Provides input to Organizational Development team regarding workforce competencies critical to business success.
Reviews VNSNY employee engagement survey data with business leaders; supports business in developing engagement plans and tactics, where necessary. Ensures that the business shares and communicates engagement results and tactics for improvements.
Develops and maintains communication with all levels of staff, including union representatives and program/department heads; identifies employee/workplace issues and opportunities. Assesses health of workplace environment/culture and, when necessary, recommends and implements actions to promote positive work place, consistent with values.
Partners with business on change management efforts, including communication plans and tactics. Works with Organizational Development to utilize VNSNY change tools, methods, and communication templates. Act as liaison between business and Organizational Development team for large-scale, enterprise-wide changes or large change initiative in the business itself.
Designs, develops and conducts general and target population in-service training and educational programs about HR policies, supervisory competencies, and other areas of subject matter expertise.
Provides guidance, feedback and recommendations for performance management and disciplinary action to senior leaders.
Conducts employee complaint investigations and makes recommendation for outcome to HR leadership; when applicable, recommends disciplinary action. Provides support in connection with complaints and other third-party actions filed against VNSNY with respect to NYS Human Rights, FLSA, ADA, EEOC, DOL, and private legal representation. Strategizes and assists counsel with responses to complaints.
Provides direction and recommendations to supervisors and managers responding to grievances. Hears grievances filed at final internal step. Fashions resolutions as appropriate, determines outcomes and interprets Collective Bargaining Agreement for compliance. In conjunction with HR leadership, reviews settlement offers, negotiates terms and finalizes offer.
Provides support in Collective Bargaining Agreement negotiations, including identification of issues, research of changes needed and impact, assessment of employee support for proposals and preparation for potential strike and/or other actions.
Provides assistance and support in the development and implementation of new Human Resources policies and procedures, as well as the modification of existing ones.
Performs all duties inherent in a senior managerial role. Approves staff training, hiring, promotions, terminations and salary actions, prepares and ensures adherence to the department budget.
Participates in other projects and duties as assigned.
